│ MYTH: Darwin advocated the opinion and belief that man was descendant │

│ │
│ FACT: Darwin advocated no such thing. What Charles Darwin actually said │
│ was: "Man is the co-descendant with other mammals of a common │
│ progenitor." At no time in his discussion of the evolution of man │
│ does he state that man is the descendant of the ape. Nor does he │
│ ever suggest there is a missing link. To the contrary, Darwin says │
│ man's development took many, many centuries and his evolution could │
│ easily be traced if one had the time and ability to do so. │
│ │
│ MYTH: Moles in the yard are a hazard to the grass and plants in the yard. │
│ They eat them and destroy the vegetation. │
│ │
│ FACT: Moles do not eat grass or plants. In fact the mole is no more a │
│ hazard to a yard than rain is. What danger he does present is no │
│ more than aesthetics. In truth, the tunnels the mole makes can │
│ actually be a help to the aeration of the yard. │

│ HOW TO RAISE MONEY FOR A SMALL BUSINESS │
│ │
│ Successful small business expansions & new formations lead the way in │
│ creating new markets, innovations & jobs that fuel economic growth & │
│ prosperity. In recognition of the importance of small business to a strong│
│ economy, the U.S. Small Business Administration (SBA) is pleased to help │
│ meet the information needs of existing business owners & aspiring entre- │
│ preneurs. We hope "Focus On The Facts" meets your needs & we invite your │
│ comments & questions. Your success in business depends on what you know & │
│ how well you can apply what you have learned. │
│ │
│ RAISING MONEY │
│ │
│ One key to successful business start-up & expansion is your ability to │
│ obtain & secure appropriate financing. Raising capital is the most basic │
│ of all business activities. But as many entrepreneurs who are just begin- │
│ ning quickly discover, raising capital may not be easy. It can be a │
│ complex & frustrating process. But if you are informed, well prepared & │
│ have planned effectively, raising money for your business will not be a │
│ painstaking experience. │

│ This information summary focuses on the ways a small business can raise │
│ money & describes how to prepare a loan proposal. │
│ │
│ WHERE TO FIND THE MONEY YOU NEED │
│ │
│ There are several sources to consider when looking for funding. It is │
│ important that you explore all of your options before making a decision. │
│ │
│ ∙ Personal Savings: Most new businesses are started with the primary │
│ source of capital coming from personal savings & other forms of │
│ personal equity. │
│ ∙ Friends & Relatives: Many entrepreneurs look to private sources such │
│ as friends & family when starting out in a business venture. Often- │
│ times, money is loaned at no interest, or with low interest, which can │
│ be beneficial when getting started. │
│ ∙ Venture Capital Firms: These firms provide start-up & other needed │
│ money for new companies in exchange for equity or part ownership. │
│ ∙ Banks & Credit Unions: the most common source of funding, banks & │
│ credit unions will provide a loan if you can show that your business │
│ is sound. │

│ BORROWING MONEY │
│ │
│ It is often said that small business people have a difficult time │
│ borrowing money. This is not necessarily true. Banks are in the business │
│ to make money, & the way they make money is by lending money. However, │
│ it is the inexperience of small business owners in financial matters, │
│ that prompts many small business loan requests to be turned down. To be │
│ successful in obtaining a loan, you must be prepared & organized. You │
│ must know exactly how much money you need, why you need it & how you │
│ can pay it back. You must be able to convince your lender that you are a │
│ good credit risk. Requesting a loan when you are not properly prepared │
│ makes a statement to your lender. That statement is. . ."High Risk!" │

│ ∙ Line of Credit (Revolving Credit Line) Long-Term Loans: Loans with │
│ maturities greater than one year but usually less than seven years. │
│ │
│ These loans are used for major business expansions, purchases of real │
│ property, acquisitions & in some instances start-up costs. Types of │
│ long-term loans include: │
│ │
│ ∙ Personal Loan │
│ ∙ Commercial Mortgage │
│ ∙ Term Loan │
│ │
│ HOW TO WRITE A LOAN PROPOSAL │
│ │
│ Approval of your loan request depends on how well you present yourself, │
│ your business & your financial needs to a lender. Remember lenders want │
│ to make loans, but they want to make good loans, loans they know will be │
│ repaid. The best way to improve your chances of obtaining a loan is to │
│ prepare a written loan proposal. │
│ │
│ A good loan proposal will contain the following key elements: │

│ ∙ Collateral - List all collateral you would be willing to pledge to the │
│ bank as security for the loan. │
│ │
│ HOW YOUR LOAN REQUEST WILL BE REVIEWED │
│ │
│ A loan officer's primary concern when reviewing a loan request is whether │
│ or not the loan will be repaid. │
│ To help answer this question, many loan officers will order a copy of │
│ your business credit report from a business credit reporting agency. │

│ Therefore, it is helpful if you work with these agencies to help them │
│ prepare an accurate picture of your business. Using the credit report, │
│ & the information you have provided, the lending officer will consider │
│ the following issues: │
│ │
│ ∙ Have you invested savings or personal equity in your business totaling │
│ at least 25% - 50% of the loan you are requesting? Remember a lender │
│ or investor will not finance 100% of your business. │
│ ∙ Do you have a sound record of credit worthiness as indicated by your │
│ credit report, work history & letters of recommendations? This is │
│ very important. │
│ ∙ Do you have sufficient experience & training to operate a successful │
│ business? │
│ ∙ Have you prepared a loan proposal & business plan which demonstrates │
│ your understanding of the business & your commitment to the success │
│ of the business? │
│ ∙ Does the business have sufficient "cash flow" to make the monthly │
│ payments on the loan request? │

│ The SBA offers a variety of financing options for small businesses. │
│ However, it rarely makes a direct loan to an individual or company. The │
│ Agency is primarily a guarantor - it guarantees loans made by banks & │
│ other private lenders to small business clients. │
│ │
│ SBA guaranteed loans generally do not exceed $500,000, of which the │
│ Agency guarantees 85 or 90 percent of the loan balance to the bank. The │

│ * UNDERSTANDING YOUR MARKET │
│ │
│ Your business will not succeed just because you want it to succeed. │
│ Determining if there is a market for your products or services is the │
│ most critical item of planning. Once you decide on your product or │
│ service, you must analyze your market -- a process involving interviewing │
│ competitors, suppliers & new customers. │
└────────────────────────────────────────────────────────────────────────────┘
┌────────────────────────────────────────────────────────────────────────────┐
│ How To Start A Small Business (SBA Documentation) Page 31 │
├────────────────────────────────────────────────────────────────────────────┤
│ However, before you begin researching your market, you should take a │
│ brief, but close, look at your product or service from an objective │
│ standpoint. In terms of a checklist, you should ask yourself the following│
│ questions: │
│ - Is this product or service in constant demand? │
│ - How many competitors provide the same service or product? │
│ - Can I create a demand for my product or service? │
│ - Can I effectively compete in price, quality & delivery? │
│ - Can I price my product or service to give me the projected profit? │
│ │
│ Once you are satisfied that these questions are answered, move on to │
│ performing your research. │
│ Market research is extremely beneficial; the information gathered can │
│ increase your profit potential. │
│ │
│ Market Research │
│ │
│ - Shows alternative approaches to your market. │
│ - Provides a more accurate base for making profit assumptions. - Aids in │
│ the organization of marketing plans. │

│ - Assists in the development of critical short/mid-term goals. - Breaks │
│ down your market's profit boundaries. │
│ │
│ Unfortunately, many entrepreneurs fail to complete this critical section │
│ of their business plan. Collecting research data can be frustrating │
│ unless you have defined your goals & organized the collection & │
│ analysis process. To prevent this from happening, you must plan how you │
│ will collect, sort & analyze the information. Maintain a notebook & │
│ file in which to store, organize & retrieve data as needed. │
│ │
│ Questions To Ask │
│ Your research should ask these questions: │
│ - Who are your customers? │
│ - Where are they located? │
│ - What are their needs & resources? │
│ - Is your service or product essential in their day-to-day activity? - │
│ Can the customer afford your service or product? │
│ - Where can you create a demand for your service or product? │
│ - What areas within your market are declining or growing? │
│ - What is the general economy of your service or product area? │

│ I watched, recently, a television talk show about racism. The big question│
│ asked was: "Is racism worse or less with the next generation?" I'm not │
│ certain what their opinions ended up being. I heard many people, black and│
│ white both call each other names with racial slurs. I heard the name of │
│ 'honky' and 'nigger' used by both. But this brought to mind one question │
│ I have. That question is this: What difference does it make? I mean, in │
│ the long run, what difference does it make if someone is black, white or │
│ yellow? Truth is, there is only one superior being (from my religious │
│ prospective anyway) and that is God. Sporting an attitude about one race │
│ or another is wasted energy. This advances no one. It helps no one. It │
│ convinces no one. Separation of individuals reduces us all. It places │
│ limitations on everyone in a world. The energy spent by some people hating│
│ someone else, whether it be because that other person is black, white, │
│ oriental, homosexual, Jewish, or what have you, is energy that could be │
│ better spent in trying to advance the human race as a whole. │
│ Perhaps I'm naive. I don't know. But what is the point? Hating anyone │
│ does more harm to the individual who holds the hate than it does the person│
│ they hate. Like a spreading cancer that hatred spreads through their being│
│ effecting everything they do and think. Lowering the positive force of │
│ the human race, giving it an unhealthy injection of negative energy. This │
└────────────────────────────────────────────────────────────────────────────┘

│ Commentary Corner! Page 40 │
├────────────────────────────────────────────────────────────────────────────┤
│ very action harms everyone. │
│ Hey, dislike of someone you know is one thing. Being prejudice of someone │
│ you know is another. These two actions can be justified simply because of │
│ the knowing of that individual. But to apply that same prejudice and dis- │
│ like to a whole race is not only wrong but stupid. │
│ There is no one superior here! Hey, you will all die! You will all face │
│ certain things in life. Age, illness, taxes, etc. │
│ I don't understand how or why someone could hate another person simply be- │
│ cause of their color. I understand hating someone because of their actions│
│ or crime, but because of their color, this is stupid. │
│ Perhaps part of the problem is the over-use of the term "racist." Many │
│ people will call others racist when in fact it has nothing to do with race.│
│ When this happens it demoralizes and belittles the actual acts of racism. │
│ In a great many of the cases it is not racism but power struggles. A shift│
│ in power from one person to another. │
│ But regardless of what is really happening, hating someone because of their│
│ color of skin, religious beliefs, or political position is cultivation of │
│ stupidity; advancing none, furthering no cause, and negating those positive│
│ actions of the human race as a whole. Stop the anger and hatred. One sec-│
│ ond after you are dead it will be 'I don't care' anyway. │

│ At seven o'clock I was downstairs waiting with the rest of the tourist │

│ │
│ Innsbruck is a city that is over 700 years old. To the north are the │

│ │
│ We checked into the Goldener Adler, Herzog-Friedrichstr, 6, founded in │
│ 1390. This hotel is in the heart of the old town of Innsbruck. Yes │
│ there is an old town of Innsbruck. As if a vail had been lowered the │

│ and Princes stayed in days of yore. They frequently stayed with their │
│ mistresses. The stories are told that there was an occasional murder │
│ committed by their jealous wives. Thus the stories of the Hotel being │
│ haunted was born. It is also said, if one has some psychic ability, he │
│ can see the ghost of a Prince walk down the hall to the room his │
│ mistress once waited. The legend says upon arrival to this room, the │
│ Prince, once inside, found, not his mistress but, his wife with sword │
│ in hand. She took his life without batting an eye. He, it is said, │
│ repeats this same activity night after night, and will continue to do │
│ so until he finds his mistress. Whom by the way was also killed by his │
│ wife. │
│ │
│ Our tour group spent the next day doing the common tourist bit. We │
│ watched the procession of Corpus Christi, the most colorful religious │
│ procession with brass band and folklore programs Innsbruck has to │
│ offer. We also had a lovely dinner at Seefeld and enjoined in the │
│ gaming at the tables. Then returned to Goldener Adler at about │

│ │
│ My wish must have been understood or at least respected. Because I │

│ │
│ Co-mingled in the modern city are elements of tradition and │

│ After another day of site seeing, and a short, but impressive, tour of │

│ are four who are British, and then, there is a couple, I believe are │

│ strangely quiet. She talks, but only briefly, then falls to silence │

│ would be considered a welcomed relief. The couple which seems to being │

│ Bentley has not forgotten, but a time that is surely overshadowed by │
│ the peacefulness of the countryside we now sit. He continues on to │
│ inform us that the Black Forest or Schwarzwald, is not called the Black │
│ Forest because it is some sort of sinister place. No not at all, it is │

│ Along the highways, of which there are three main ones, that dissect │
│ the Forest, there are numerous resort communities, noted for the spas │

│ │
│ "Peculiar? How?" I questioned, thinking this merely an idiosyncratic │

│ she continued. "I don't really know how to explain what I am feeling. │

│ │
│ To this I did not know how to respond. I knew I had to choose my words │

│ It was obvious from the look of abject fear on Mrs. Moore's face that │
│ she was deadly serious about her feelings. And it was obvious from the │
│ lack of circulation in my arm, which she still held tightly, her fear │

│ I attempted to reassure Mrs. Moore there truly was nothing she need │

│ │
│ I refused to give time in my thinking regarding Mrs. Moore's feelings. │
│ She is a lovely, kind lady, but none the less, she is still easily │

│ "The goal? Ultimately the goal is to bring enlightenment to the world." │
│ Me? Enlighten the world? And Sister Sarina could feel the Krausmeyer │
│ questioning his ruined body. "The greatest gifts are given to those who │
│ must face the greatest obstacles. Come, my friend. The Servants have sent │
│ you through the First Ordeal. Shall we see what you have learned?" │
│ │
│ Looking into the warm regard of his friend, Hymie could not refuse. He │
│ rolled his aching body over the side of the cot and caught his weight on │
│ the sore pads of his swollen feet. │
│ │
│ "Try that leg," Sister suggested. "Extend it past your frozen knee." │
│ │
│ Hymie doubtfully extended the leg, expecting at any moment to feel the │
│ catch and the pain of a long-ago knife wound. He stretched to the point │
│ of his usual limitation, felt nothing, and continued on. │
│ │
│ "It's a freeing of the light," Sister explained. "The First Ordeal │
│ concentrates on the purification of the body. By attuning your personal │
│ vibrations to frequencies of the universe, you rid the so called physical │
│ of its self-imposed limitations. Try the other leg." │

│ Hymie extended both legs until he had them parallel to the floor, a feat │

│ & slightly drugged, but he realized these as lingering effects of the │
│ 'Ordeal.' The pulling muscles & torn tendons he had lived with since the │
│ forgotten time of his abandonment as a child were no longer with him. │
│ │
│ "The body is nothing but an exercise," Sister said. "Perfection of the │

│ step toward the perfection of the spirit. Would you like to try an │
│ exercise of the mind? To experience the direction of your training?" │
│ │

│ The police officer explained the reason he laughed was because the house │

│ That was enough, the people moved out. But soon after the next new owners │

│ The house is still haunted. No formal investigation has ever taken place. │

│ │
│ However, these endangered & threatened species serve as indicators of far │

│ At issue in the spotted owl dispute is not merely the continued existence │

│ │
│ Today's spotted owl controversy will evolve into yet another species │

│ Each endangered species is not an isolated species but part of an │
│ ecosystem. Eliminating one part of an ecosystem will have adverse │
│ effects on the whole system - for the whole is indeed greater than the │
│ sum of its parts. Our ecosystems depend upon the species connections │

│ │
│ These connections require the protection of not only the "charismatic │

│ but the little species as well -- the invertebrates and the plants which │
│ are the foundation of the web of life that all ecosystems depend upon. │
│ │

│ US complete the $8.3-billion Superconducting Super Collider (SSC) project │
│ "independent of foreign contributions," & that the Congress this year │
│ appropriate the remaining $5.5 billion needed to complete the program │
│ (excerpts from the correspondence are attached). Arguing that the US │
│ "should not be in a position of allowing another nation to determine the │
│ schedule of this project," Watkins argues that the US be prepared to make │
│ up shortfalls in foreign contributions. The correspondence states that │
│ the Department of Energy "is confident that foreign commitments of $400 │
│ million of the $1.7 billion can be obtained by FY1999," but that without │
│ significant involvement by Japan "it is highly doubtful that the │
│ one-third foreign funding goal can be met." The current baseline funding │

│ correctly identified the Catch-22 of foreign funding for the SSC: Major │
│ foreign participation has remained elusive because of uncertainty about │
│ the US commitment to the project, yet our own commitment has wavered in │
│ large part because of the absence of substantial foreign funding." Brown │
│ also noted Watkins letter illustrates the failure of not having negotiated│
│ foreign involvement in the SSC from the outset of the project. "Rather │
│ than achieving an international consensus on the design & siting of the │
│ SSC from the beginning, along with a formula for international funding, │
│ the US made all of the early decisions unilaterally & has been trying to │
│ internationalize it ever since. It's no wonder foreign funding has been so│
│ difficult to nail down." "While I personally remain fully supportive of │
│ the SSC - based on its vast potential to expand our understanding of the │
│ fundamentals of matter, it is clear that this project's fate will be de- │

│ Conference to Celebrate Racial, Ethnic & Religious Diversity Page 89 │
├────────────────────────────────────────────────────────────────────────────┤
│ VA, 1-19/US Newswire: At a time when the world is increasingly torn by │
│ racial, ethnic and religious strife, the Third U.S. Women-Church │
│ Conference will challenge that trend at a major national conference which │
│ celebrates women's racial, ethnic and religious diversity. From April 16 │
│ to 18, more than 2,200 women (and a few good men) will gather at the │
│ Civic Center in Albuquerque, N.M., to explore the richness of women's │
│ spiritual and social experiences and develop new strategies to challenge │
│ injustices in both secular and religious institutions. This pioneering │
│ conference has been initiated by Women-Church Convergence, a coalition of │
│ more than 40 groups rooted in the Catholic tradition, which reached │
│ beyond past boundaries to join with organizations and individuals from │
│ other religious traditions to co-create this conference. Over 100 │
│ speakers, artists and presenters are slated to deal with four central │
│ themes: spirituality, economics, violence/healing and education. │
│ Albuquerque hospital chaplain Catherine Stewart-Roache summed up her │
│ hopes for the conference this way: "It will be a time to gather women │
│ from all over the country to the southwest to discover our spiritual │
│ space and the spirituality in each other -- in forms as diverse as the │
│ landscape." On the final day of the experience women will have their │
│ choice of over 30 rituals and religious services to attend. │

├────────────────────────────────────────────────────────────────────────────┤
│ DC, 1-19/US Newswire: Statement of FBI Director William S. Sessions: │
│ │
│ The Department of Justice today released the report of the Office of │
│ Professional Responsibility, a few hours after providing me with a copy, │
│ and with no opportunity for me to respond to point out the numerous │
│ errors in fact and mistaken conclusions it contains. This process has │
│ been conducted without the barest elements of fairness, and marked by │
│ press leaks calculated to defame me. │
│ │
│ Without benefit of time to do a point-by-point analysis, however, I will │
│ answer the report in broad detail. │
│ │
│ First, the report says I did not pay taxes for use of a government │
│ vehicle. The armor plated bureau car is provided for my security, and │
│ the bureau security personnel insist that it be used. Mr. Barr has │
│ agreed with OPR that I should pay taxes for office-to-home travel in the │
│ armored vehicle. If it is true that the exemption was not warranted, │
│ then I will of course pay the taxes. │
│ │
│ Second, the report says there were trips in which I used the government │

│ │
│ plane and tied official functions with social events. In accord with the │
│ opinion of Bureau and Department of Justice personnel, whenever I travel │
│ by plane in the United States, I must for security and communications │
│ reasons travel on Bureau or Justice Department aircraft. Mr. Barr │
│ himself wrote the opinion that so concluded. Whenever I travel by plane │
│ I obtain an opinion from the Bureau's office of legal counsel about │
│ whether the trip should be classified as business or personal. Further, │
│ every trip is followed with submission of a travel voucher that is │
│ reviewed independently by the bureau's administrative personnel. I have │
│ always followed, and never tried to thwart the bureau's procedures for │
│ air travel. I will continue to reimburse the government for personal │
│ travel. │
│ │
│ Third, the report says a fence installed at my house was a privacy fence │
│ and not a security fence. The account given in the report, I am told, is │
│ lavish with details that were never before brought to my attention. I │
│ can say this: the purchase of the fence ultimately put at my house was │
│ reviewed and approved through the appropriate FBI procedures. I have │

│ lived with security as a judge and as director of the bureau, and I know │
│ a great deal about it, it is not possible to have perfect security; I am │
│ of the opinion that the fence in place provides an appropriate degree of │
│ security, evidently at considerably less cost than the one proposed by │
│ others. I would not have had perfect security if I had assented to the │
│ bunker-like and neighborhood-destroying changes that were proposed. I │
│ accepted something less than fortress-like security, and I am prepared to │
│ live with the consequences. │
│ │
│ Fourth, there is the charge that I have not cooperated in the │
│ investigation, this refers to my not signing an authorization to permit │
│ an inspection of the mortgage documents containing personal information │
│ relating to myself and my wife. This document was put before me during │
│ the conduct of the OPR questioning. It went to a subject matter that was │
│ entirely new, and it came as the press was reporting leaks from the │
│ investigation. There seemed to be no end to the search into my privacy, │
│ and in this instance it seemed totally unwarranted; certainly the reason │
│ for it was not clear, my counsel were totally surprised by the request │

│ │
│ that I sign this document and this unheralded approach to the │
│ investigation. They advised that I not sign the document, so I did not. │
│ │
│ One more observation is in order. I am advised that the report accepts, │
│ uncritically, the statements of a man whom I removed as head of my │
│ security detail. One vital flaw in the OPR process is that I have not │
│ been given the fundamental right to review or challenge his assertions. │
│ For the OPR report to give his statements such facile acceptance is │
│ incomprehensible, in light of what is known about his conduct. │
│ │
│ As a lawyer, judge and government servant, I have lived a life of respect │
│ for the law. I believe that I have conducted myself in accordance with │
│ the law and with uncompromised ethical standards. I have done so as │
│ director, and through this proceeding. I will continue to do so. │
